The Regional Youth Council of Schleswig-Holstein will employ a person as part time substitute (80%)
for the period of a parental leave (Elternzeit)
starting July 1st 2009 and ending June 30th 2010
in the position of
Consultant (80%)
at the
Baltic Sea Secretariat for Youth Affairs in Kiel


The profile of applicants should include:

• An university degree
• Experience in international youth work and policy, preferably in the Baltic Sea Region
• Organisational talent and communicative capabilities
• Very good knowledge of the English language (for non-Germans also good working knowledge of the German language)
• Knowledge of languages of the Baltic Sea region is an asset
• Experience in use of PC and Internet
• Willingness to travel and to accept flexible working hours

The position involves the coordination of activities in the area of youth-policy co-operation in the Baltic Sea region, providing other actors with information and organisational support, and taking care of contacts with the EU and with Baltic Sea and other regional structures. The Baltic Sea Secretariat for Youth Affairs is financed by the Youth Ministries of the Baltic Sea States and serves as their Secretariat for the CBSS-Expert Group on Youth Affairs.

We expect a close cooperation with the colleague working 20 % as Consultant in the same position. The salary will be based on the German Federal Wage Agreement for Public Servants (TV-L E13). Please send in your application (also by e-mail) before the deadline of

Within the last decade, co-operation in the field of youth has become an integral part of the general Baltic Sea regional co-operation initiatives.

Already in the mid-90ies, the Presidency Declaration of the Baltic Sea States Summit in Visby and the Action Programmes of the Ministerial Session of the CBSS in Kalmar underlined the priority for the promotion of people-to-people partnerships in general and the "promotion of contacts between young people in the Baltic Sea region" in particular.
In 1996 "Youth Co-operation in the Baltic Sea Region" was for the first time put on the agenda of the 4th Conference on Baltic Sea States Subregional Co-operation (BSSSC) in Vaasa. The Union of the Baltic Cities (UBC) build up a Commission on Youth Issues just a little bit later.
Today we can look back to 10 years of intense co-operation between all the CBSS countries in the fields of youth policy, youth work and youth exchange.
The aim of the Baltic Sea cooperation in the field of youth policy is to promote an active participation of young people, encourage youth exchange in order to promote a better understanding and knowledge of the Baltic Sea countries. The Danish Chair of the CBSS - Baltic Sea Expert Group on Youth Affairs (EGYA) leads the group through the period of June 2008 - July 2009, which has already brought multiple results for youth and youth policy in the region.

The Baltic Sea Expert Group on Youth Affairs (former Working Group on Youth Affairs) met in Copenhagen to agree on the Terms of Reference 2009-2011, the Agreement on the Baltic Sea Secretariat for Youth Affairs 2009-2011 and the Work Plan 2009. Meeting of the Baltic Sea Working Group on Youth Affairs, Riga 2007

On October 9th and 10th the annual meeting of the Council of the Baltic Sea States (CBSS)-Baltic Sea Working Group on Youth Affairs (WGYA) took place in Riga, Latvia. For the first time there were representatives from both the UBC (Union of the Baltic Cities) - Commission on Youth and from the BSSSC - (Baltic Sea States Sub-Regional Co-operation) Working Group on Youth Policy attending the meeting and presenting their work. Both UBC and BSSSC enjoy the status of special participants of the Council of the Baltic Sea States.

The Council of the Baltic Sea States (CBSS)-Baltic Sea Working Group on Youth Affairs (WGYA) met in Stockholm, Sweden in November 2006. The minstries responsible for youth policy from the CBSS member states came together to discuss the implementation of their Work Plan 2006-2008 and further actions. The Baltic Sea Secretariat for Youth Affairs reported on its work on the same occasion.

On the meeting in Reykjavik in June 2006 the ministries responsible for youth affairs of the Baltic Sea States discussed the implementation of the working plan for the period 2006-2008.
