A short introduction: I have the German citizenship but Ive spent the last five years more abroad around the Baltic Sea than in Germany. I worked for two years in Latvia, lecturing German and European History at Latvijas Universitate, before that I studied at Tartu likool for one year. My involvement in Baltic Sea affairs started in 1998 when I went to Finland to study Swedish and History at bo Akademi in bo/Turku. The atmosphere in the old streets of Tartu, or later crossing the Daugava on my daily way to work, taking a walk along the Aura or spending some time in the sunshine on the stairs up to the Dom church in Helsinki makes me feel at home. At Helsinki Yliopiosto I continue working on a Ph.D. degree. Work at the BSSYA gives me the opportunity to bring my passion for the Baltic Sea, its countries, its languages and not to forget its wonderful and active young people into the common work in WGYA and Baltic Co-operation. Meeting of the Working Group on Youth Affairs (CBSS) On the meeting in Stockholm last October the ministries responsible for youth affairs of the Baltic Sea States agreed that their co-operation will be continued for the period 2006-2008. The first meeting of the WGYA in the new period will be held on Iceland on 9th of June, as Iceland is presently chairing the executive group of the WGYA. The network of youth and civil servants discussed and agreed upon the Book of Demands summarizing the demands of the 2nd UBC Youth Conference 2005 in Vilnius. Under the title Young and Active in the Baltic Sea Region young people from 8 Baltic Sea States discussed which channels can be used to strengthen youth participation in the UBC. The Book of Demands is an excellent example of how one co-operation between different actors in the Baltic Sea Region publishes its ideas and discussions. The booklet offers a well designed layout, making it interesting to read the balanced mixture of statements of youth and their demands for a sufficient youth policy in their home cities. At the meeting the group agreed to suggest to allow representatives of the ad hoc Working Group on Youth Issues to participate in meetings of other Working Groups of BSSSC whenever a topic dealing with youth and/or youth policy is discussed. The BYF is the forum for exchange between the youth councils and offers the possibility for setting up common projects, strengthening contacts and formulating mutual positions. In Tallinn the common policy paper which was formulated in Mzen last autumn was discussed, the paper now is in the final step of application in the national and regional youth councils. As in last autumn the idea was raised to develop a project together with the Working Group on Youth Affairs, the competition Youth Work and Work 4 Youth was developed. Young people from all the Baltic Sea Region are asked to send in application for projects in the field of youth unemployment / youth employment. A project of the Baltic Youth Forum supported by the Working Group on Youth Affairs The youth competition Youth Work & Work 4 Youth reaches out to projects in the Baltic Sea region which deal with the topic of youth unemployment and youth employment initiatives. The aim of the competition and the follow-up youth conference is to give more public attention to youth unemployment as one of the major issues in the EU and in the Baltic Sea region. The organisers want to identify and pass on information on projects in the different countries and promote building up an information network between the projects. The following organisations doing projects on the topic can participate: youth organisations, informal youth groups, youth offices, youth centres, school parliaments and school initiatives. How to participate? All groups participating in the competition send in a project description in English to the Baltic Youth Office or to their respective national youth council. The project description should be sent in by e-mail and include the following: Name of project ; Name of organisation, address, telephone, fax and e-mail of contact person ; general description of project history and contents ; number of youth participating in the project and age of participants ; main target group and how does the project reach out to young people ; is your project interested in international contacts? Prizes: Depending on how many projects participate in the competition, a jury will decide on 3-5 projects considered to be best-practise examples. One of the initiatives especially dealing with youth issues is the Nordic Youth Panel, which was brought to life during spring 2006. Young people form the Nordic countries and the Autonomous Territories are asked to raise their voice and provide input to the Nordic Council. The Panel represents a wide range of interests and will discuss various policy areas. Questions of developing the Nordic welfare state model will be a focus. The Parliamentary Forum will for the fourth time bring together representatives from Mecklenburg-Vorpommern, Kaliningrad, Pomerania, Schleswig-Holstein, Western Pomerania and Skne. The participants will discuss possibilities and ways of co-operation among the six sub-regions, especially in the fields of tourism, maritime policy, structural policy and youth. In the framework of the Forum, a internship programme has been organized by the Baltic Sea Secretariat for Youth Affairs in co-operation with the regional parliaments. The programme received financial support from the EU and made it possible for two young people from each of the regions to get two weeks of practical training at one MP in one of the other regional parliaments.
